Newport suffered their first defeat in seven outings as Star inched closer to a top six finish in their debut Premier campaign.
A Jon Stead double after 12 and 34 minutes gave Star the edge.
All the Swans could muster in reply was a fortieth goal of the season for Daren dykes five minutes from the end.
